公共安全管理与秩序行政,是最古老、最基础同时也是最为重要的行政类型。我国目前的公共安全管理和秩序形势不容乐观,有关生产安全、环境安全、食品安全、治安安全等领域的事故频发,隐患巨大。要改变这一状况,一要强化依法行政的观念,真正做到权责一致。二要尊重公民的知情权,确立公民知情权的法律地位,力求做到政府信息公开。三要推动公共安全服务的社会化,从而减轻行政机关的压力,同时也有利于更好地保障公共安全和秩序。四要建立健全公共安全应急机制。 Public safety management and order administration are the oldest, most basic and most important administrative types. The current situation of public safety management and order in our country is not optimistic. There are frequent hidden dangers in the areas of production safety, environmental safety, food safety, public security and safety and so on. To change this situation, we must first strengthen the concept of administering the country according to law and really ensure that the powers and responsibilities are consistent. Second, we must respect the citizens ’right to information, establish the legal status of citizens’ right to information, and strive to make the government information open. Third, we must promote the socialization of public safety services, so as to relieve the pressure on the executive authorities and at the same time help to better safeguard public safety and order. Fourth, we must establish and improve public emergency response mechanism.
