近年来,东城区个体经济有了长足的发展,1992年个体工商户突破“万户大关”创历史最好水平。时隔一年,进入1994年,该区个体经济发展却遇到了较大的困难,尽管东城区在进一步促进个体经济发展的政策上进行了相应的调整,但也无法克服因地域狭小、市场建设开发举步艰难、座商门面房超于饱和、危旧房改造、商业区改造、道路改建等诸多客观因素的制约。 危旧房屋改造、商业区改造、道路改建扩建是造福于子孙后代的大事,它体现了一个地区的综合经济实力,是百年大计,是社会发展的必然趋势。但是,“拆迁与发展”这一矛盾,确确实实地给我们提出了一个不大不小的问题。
