新疆口岸作为我国全方位对外开放和丝绸之路经济带建设的前沿,其发展对保障我国能源安全、带动区域产业发展形成新的区域经济增长极、推动我国与周边国家的经济技术合作及丝绸之路经济带战略的顺利实施具有重要意义。但是,新疆口岸建设发展严重滞后,无法发挥应有的作用,主要问题在于口岸建设缺乏稳定的资金来源、投资者和受益者严重分离抑制了投资主体的积极性、铁路口岸数量少、中方外贸企业处于被动状态等。为此,应改革地方与中央利益分配制度,引入民营企业参与口岸建设,使口岸建设投资者和受益者一体化,尽快启动中吉乌铁路、中巴铁路、中蒙经塔克什肯铁路口岸、中哈经巴克图铁路口岸建设,实现铁路货物联运的多元化等。同时,还应加大政策支持力度,尽快制定新疆口岸建设规划,确定其战略地位;促进金融服务基地建设发展,尽快实现人民币跨境结算;统筹规划口岸与特殊经济开发区协调发展,促进口岸区域经济增长;出台优惠政策,增强口岸建设的带动作用;充分发挥口岸管理机构的职能,全面统筹和管理口岸建设。

To this end, we should reform the system of distribution of benefits between local and central governments, introduce the participation of private enterprises in the construction of ports, integrate the investors and beneficiaries of port construction, start the railway links of China-Guyou Railway, China-Pakistan Railway and China-Mongolia Tac-Kushen Railway as soon as possible, China and Kazakhstan through the construction of Bhartou Railway Port to achieve diversification of railway freight transport and so on. At the same time, we should also step up policy support so as to formulate a plan for port construction in Xinjiang as soon as possible and determine its strategic position; promote the construction and development of financial service bases so as to achieve cross-border RMB settlement as soon as possible; and coordinate the coordinated development of ports and special economic development zones and promote the development of the port area Economic growth; the introduction of preferential policies to enhance the leading role of port construction; give full play to the functions of port management agencies, a comprehensive co-ordination and management of port construction.
