以华东六省资源型城市为样本,利用SBM模型测算包含环境污染产出的27个资源型城市能源效率,并与传统DEA模型测算结果进行比较。结果表明,资源型城市总体能源效率较低,在不考虑环境约束情况下,资源型城市能源效率将被高估;资源再生型城市能源效率值高于成熟型城市和衰退型城市;环境污染因素及劳动投入成为影响资源型城市非能源效率有效的主要因素,资源型城市尤其是衰退型城市更需要节约能源与保护环境。
Taking resource-based cities in six provinces of East China as samples, the energy efficiency of 27 resource-based cities with environmental pollution output was estimated by SBM model and compared with the results of traditional DEA model. The results show that the overall energy efficiency of resource-based cities is relatively low, and the energy efficiency of resource-based cities will be overestimated without considering environmental constraints. The energy efficiency of resource-regenerated cities is higher than that of mature cities and declining cities. And labor input have become the main factors affecting the non-energy efficiency in resource-based cities. Resource-based cities, especially in recession-oriented cities, need to save energy and protect the environment.
