肯定了改革开放以来全国质量工作的喜人局面，分析了存在的问题，阐述了《质量振兴纲要》规定的“九五”期间和２０１０年要达到的质量目标。对目前社会上存在的一些糊涂质量观念进行了剖析，提出了采用不同层次、不同侧面和不同方法进行质量教育与培训的途径，达到提高全民质量意识的目的。
Affirmed the gratifying situation of the national quality work since the reform and opening up and analyzed the existing problems and elaborated the quality targets to be achieved during the Ninth Five-year Plan stipulated in the “Outline for the Quality Rehabilitation” and in 2010. Analyzed some muddled quality conceptions present in the society and proposed ways to carry out quality education and training at different levels, different sides and different methods so as to achieve the goal of improving the quality awareness of the entire people.
