项目管理的主要任务是投资控制、质量保证和施工周期。科学有效地控制项目投资,有条不紊地加快项目运行速度,是项目管理的重要内容。纵观实践,项目投资失控和项目管理运行时效低下的现象并不少见。近几年来,华北油田公司第一采油厂制定了一系列有效控制投资,提高项目管理运行时效的措施,收到了良好的经济效益和社会效益,为强化项目投资管理探索出了一条有效途径。

Scientifically and effectively control project investment and methodically speed up the project is an important part of project management. Throughout practice, the project investment out of control and project management runs inefficient phenomenon is not uncommon. In recent years, the No.1 Oil Production Plant of Huabei Oilfield Company has formulated a series of measures to effectively control investment and improve the time-effectiveness of project management. It has received good economic and social benefits and explored an effective way to strengthen project investment management.
