西部大开发涉及到经济和社会生活的方方面面。例如基础设施建设是西部开发的重要基础，生态环境的保护和建设是西部开发的根本，加快产业结构的调整是西部开发的关键，发展科技教育和加快人才培养是西部开发的重要条件等等。随着实践发展，如何深刻认识西部开发的新的思路，新的措施？本文结合学习“十五”计划《建议》，着重谈了四点——
