产权结构单一,国有企业资产比重过高,是我国老工业基地的共同特征,同时也是造成老工业基地经济发展困难的重要原因。对比经济发达地区的发展实践,妥善降低国有企业资产比重,调整国有经济布局,从总体上优化产权结构,推动多种所有制经济共同发展,应该是实现辽宁老工业基地振兴的一项重大举措。 The single structure of property rights and the excessively high proportion of state-owned assets are the common characteristics of China’s old industrial bases and an important reason for the economic difficulties of the old industrial bases. Comparing the development practice in economically developed regions, properly reducing the proportion of assets in state-owned enterprises, adjusting the layout of the state-owned economy, optimizing the ownership structure and promoting the common development of various ownership-based industries as a whole should be a major measure to rejuvenate Liaoning’s old industrial bases.
