根据国家教委、国家计委、劳动人事部关于开展人才需求预测和规划工作文件精神,省水利勘测设计院进行了预测试点。经过三个多月的工作,于1986年1月17日经领导部门和专家论证通过,取得了圆满成果。预测结果,取得了两个预测年(1990年和2000年)的职工总数,专门人才数, 机构体制、设岗定员、干部岗位专业学历规范以及预测年生产规模下的合理定编数等有关成果。这对搞好当前和今后确定编制人数,搞好干部调配和专门人才的培训,有计划地改变干部和专门人才的结构,以适应今后工作任务的需要,有着很重要的意义。
According to the State Board of Education, State Development Planning Commission, Ministry of Labor and Personnel on carrying out the needs of personnel forecasting and planning documents, the Provincial Water Conservancy Survey and Design Institute conducted a pilot test. After more than three months’ work, it was approved by leading departments and experts on January 17, 1986 and achieved satisfactory results. As a result of the forecast, the total number of staff and workers, specialized personnel, institutional system, setting of posts and posts, professional qualifications of cadres and posts and the rational establishment of numbers under the predicted annual production scale have been obtained in the two forecast years (1990 and 2000). This is of great significance to improving the current and future work of determining the number of personnel to be prepared, improving the training of cadres and the deployment of specialized personnel, and systematically changing the structure of cadres and specialized personnel to meet the needs of future work tasks.
