近年来“,年终腐败病”似乎成了痼疾顽症,每到岁末年尾,便会爆发出来。如部门与部门之间、上下级之间公款吃喝、送礼现象等,对此,广大群众早已看个明白,无不为之深恶痛绝,愤愤不平。近几年来,从中央到地方,为治疗此“病”,制定了不少的规定和制度,取得了一定的成效。但是,年终腐败”的另一种病症却往往被人忽略了,那就是垄断行业的年终福利腐败。每到年终岁末,垄断行业很多单位总要给职工“谋”一些福利,比如年终奖、效益分红等等。据一些媒体报道,一些单位以各种名义发的年终福利高达几万甚至十几万元。可见,这种年终福利腐败病也到了必须治理的时候。
