天津、重庆、海南、安徽、广东五省市行政问责规章表明,我国地方政府内部问责程序建设初具规模,问责的启动、调查、决定、执行等基本环节已经确立,各环节之间的关系较为明确。但是,还存在程序设计粗糙、立法不统一、公开性不足、纠错机制不完善等问题。应当设立专门的问责机构,建立健全预告知制度和救济制度,加强问责监督,制定《行政问责法》,进一步完善地方政府内部问责程序。
The regulations on administrative accountability in Tianjin, Chongqing, Hainan, Anhui and Guangdong provinces and municipalities show that the construction of accountability procedures in local governments in our country has begun to take shape. The basic steps of launching, investigating, deciding and implementing accountability have been established. The relationship is more clear. However, there are still some problems such as rough programming, inconsistent legislation, insufficient openness and imperfect error correction mechanism. A special accountability body should be set up to establish and improve a system of pre-notification and relief, strengthen accountability and supervision, formulate the Administrative Accountability Law and further improve the accountability procedures within local governments.
