按劳分配和按生产要素分配相结合是收入分配方式的次优选择，是非均衡中间道路的分配模式。在实施按生产要素分配改革的初期，为了缓解劳动收入相对下降对劳动者实际收入形成的压力，应在非劳动要素所有者收入较大幅度增长的同时，使劳动者收入也保持一定幅度增长。科学的选择这种收入双增长的格局，是保证按劳分配和按生产要素分配相结合运作成功的必要条件。
