特区建立以来的10年间,深圳以“深圳速度”名闻遐迩:1979~1989年国内生产总值、社会总产值、国民收入年增长速度分别为48.3%、53.7%、46.3%,工业总产值和出口总产值分别为69.2%和72.5%,财政收入和外汇收入也年递增49.9%和26.4%,为今后10年的发展打下了坚实的基础。第二个10年,深圳将从打基础阶段转入发展提高、上水平、求效益阶段,经济将从速度型转为效益型,在保持“深圳速度”的基础上,创造“深圳效益”,即效益水平高于过去10年和全国水平,真正发挥窗口和排头兵的作用,在全国率先实现中央制定的第三步战略目标,人均国民生产总值接近中等收入水平的国家和地区。创“深圳效益”,是一项宏大的系统工程,需要群策群力、集思广益。笔者以为,应采取九大对策: 一、转变经济工作取向。过去10年总的特征是量的扩张,表现为上新项目,办新企业,求高速度。虽然1986年特区工作会议以来,年年都在讲提高经济效益,但年年都无明显成效。第二个10年,要确确实实把经济效益放在首位,首先正确处理好速度与效益的辩证关系,围绕提高宏观效益和微观效益这两
