声誉风险是指商业银行在经营管理的过程中,由于内部因素或者是外部环境而引发的可能对自身声誉造成影响的风险。声誉风险具有不确定性,它的表现形式较为复杂,并不容易界定,常规的风险管理的方法并不能对声誉风险进行有效的规避和控制。巴塞尔委员会将声誉风险列为商业银行八大风险之一,并在《巴塞尔新资本协议》中明确将声誉风险列为第二大支柱。在经济下行压力显现、金融体系市场化步伐加快、金融消费者维权意识不断增强、新闻媒体传播平台不断扩张的背景下,加强地方性法人金融机构声誉风险管理,不仅有利于其提高经营管理水平,还有利于促进农村地区的金融生态环境建设。
Reputational risk refers to the risk that a commercial bank may have an impact on its own reputation arising from internal factors or the external environment in its operation and management. The reputational risk is uncertain. Its manifestations are complicated and not easy to define. The conventional risk management methods can not effectively avoid and control reputational risks. The Basel Committee ranks reputational risk as one of the eight major risks for commercial banks and explicitly addresses reputational risk as the second pillar of the Basel Capital Accord. Under the background that economic downward pressure appears, the pace of marketization of financial system is accelerating, the awareness of financial consumer rights protection is increasing and the news media dissemination platform is constantly expanding, the strengthening of reputational risk management of local corporate financial institutions not only helps them to improve their operation and management level, But also conducive to promoting the financial ecological environment in rural areas.
