The Japanese government seldom forcibly interferes with the publication of books unless the freedom of publication is damaged or the public interest is compromised. The government seldom gives any kind of financial aid to publishers because Japan’s publishing industry is highly developed. However, we can not forget the fact that freedom of the press in Japan was realized only after the Second World War. This is because the pre-war Japanese government not only failed to formulate a proactive policy on the development of books, but turned the publication of books into strict enforcement
