出租车行业是现代公共交通的重要组成部分,但我国传统的出租车行业已逐渐与社会主义市场经济体制的发展不相适应,在此背景下,网约车应运而生并火速发展。在给人们的出行带来巨大方便的同时,其运营、监管仍存在诸多问题,作为准公共物品,它的定价方式仍颇受争议,传统的政府管制定价模式与市场自由定价模式似乎各有利弊。因此,本文以网约车为代表,研究我国准公共物品的市场定价机制,以期能更好地探讨市场和政府的边界,为政府职能的转型提供建设性的策略建议。
Taxi industry is an important part of modern public transport. However, the traditional taxi industry in our country has gradually become incompatible with the development of the socialist market economy system. Under this background, the network-bound car came into being and developed rapidly. While giving great convenience to people’s travel, there are still many problems in its operation and supervision. As a quasi-public goods, its pricing method is still quite controversial. Both the traditional government-regulated pricing model and the free-market pricing model seem to have advantages and disadvantages . Therefore, in this paper, the network about the car as the representative to study China’s quasi-public goods market pricing mechanism, in order to better explore the market and the government’s border for the transformation of government functions to provide constructive strategic advice.
