2003年9月14日,世贸组织第五次部长级会议当天在墨西哥坎昆闭幕,由于发展中国家和发达国家在农业问题及“新加坡议题”上的巨大分歧无果而终。世贸组织2001年11月在卡塔尔首都多哈举行的第四次部长级会议上决定启动新一轮多边贸易谈判,又称“多哈回合”。“多哈回合”目前进展缓慢,农业、非农产品市场准入等重要议题的谈判都未能按期完成。农业问题更成为各方争执的焦点。根据计划,今年3月31日前,各方应就农业谈判的模式达成一致。但直到现在,这个模式也未能确定。确定农业谈判模式成为这次坎昆会议的重要目标之一。
On September 14, 2003, the fifth ministerial meeting of WTO ended in Cancun, Mexico, due to the fruitless disagreements between developing and developed countries over agriculture and the “Singapore issue.” At its fourth ministerial meeting in Doha, Qatar, in November 2001, WTO decided to launch a new round of multilateral trade talks, also known as the Doha Round. The “Doha round” has been slow at present and the negotiations on important issues such as agriculture and non-agricultural market access have not been completed on schedule. The agricultural issue has become the focus of disputes between all parties. According to the plan, all parties should agree on the mode of agricultural negotiations before March 31 this year. But until now, this model has not been identified. Identifying the agricultural negotiation model has become one of the important goals of this Cancun conference.
