我国现有从事公共运输的航空公司中,民航总局直属企业10家,其余24家为1984年以后地方和部门建立的非直属航空公司。在所有航空公司中,总局直属企业规模有明显优势,重组后三大航空集团更成为在规模上国内其他航空公司无法与之匹敌的旗舰集团,从而使我国民航未来发展格局明朗而带有悬念,直属航空以外的地方中小航空公司将路归何方?如何拓展生存空间?又怎样发展壮大?这不仅是一个地方中小航空公司的发展战略问题,而且是一个在加入WTO的新形势下我国民航提高企业的综合竞争能力的关键问题,在我国民航当前的特定背景下深入探讨将意义深远。
