通过人力资本定义及其对国有林场可持续经营重要性的阐述和对广西国有林场人力资本管理现状的调查,按照人本主义的精神,对国有林场人力资本管理机制进行了设计,提出了人力资本管理的两大机制,即激励机制和约束机制设计的6大原则。1)责、权、利相结合原则;2)可持续发展原则;3)外在激励与内在激励相结合原则;4)经营业绩评价标准“三结合”原则;5)内部约束与外部约束相结合原则;6)经济约束和法律约束相结合原则。为国有林场实施可持续经营提供了强有力的人力资本支撑。
