群体性治安事件频发，不仅影响社会政治稳定，而且在一定程度上对整个社会经济发展带来负面作用。从近年慈溪市发生的情况看，该类事件具有主体的易聚性、情绪的偏激性、发展的变异性、过程的反复性等特点。究其原因，既有社会经济、现行社会管理等方面的，又有主体封建宗族意识浓厚而法制观念淡薄等。因此，要提高对该类事件的控制、应变能力，必须首先提高预防能力，包括广泛收集信各加强社会宏观预防、加强教育、提高素质等，这是根本性之举。当事件发生后，处置工作应坚持党政统一领导原则，快速稳妥、区别对待原则，教育疏导为主原则，公秘结合、依法打击原则。
