当前外来电不参与受电省份的深度调峰,导致受电地区电力调峰资源不足。受调度“三公”影响,机组调停调度以“轮停”为主,运行效率较低。该文在现行运行规定的基础上,建立了外来电分摊受电省份机组辅助服务成本的分摊模型和基于报价、补偿的调停调度交易模型,应用公平分配理论中的“无嫉妒”性,给出了市场定价和结算规则。论证了在该文所述的调停交易机制下,参与市场机组报价的策略自明性。对调停调峰市场实施过程中需要注意的问题进行了讨论。通过浙江电网实际算例,表明该文模型能够平衡各方利益,解决当前机组调停的公平效率问题。
Current foreign calls do not participate in the deep peaking of provinces with electricity access, resulting in insufficient resources for power peak adjustment in the areas with electricity. Under the influence of “Three Publics”, the scheduling of the crew’s mediation was mainly based on “rotation stop” and the operation efficiency was low. Based on the current operating regulations, the paper established apportionment model for the cost of crew-assisted service costs in provinces with foreign calls and the mediation scheduling transaction model based on quotations and compensation, and applied the “non-defective” nature of the fair distribution theory. Market pricing and settlement rules are given. Demonstrated the self-evidence of the strategy of participating in the market unit quotes under the mediation trading mechanism described in the article. The issues that need attention in the implementation process of mediation and regulation of peak regulation market are discussed. Actual example of Zhejiang Power Grid shows that this model can balance the interests of all parties and solve the current fairness and efficiency of the unit’s mediation.
