祖父关松房先生的遗物中有一封1951年11月18日来自中央人民政府政务院文化教育委员会的公函回信。这是我迄今为止所见到的来自官方最具权威性、最为具体的一份早期资料(图1)。全文内容是:关松房先生,你寄给周总理的《关于发扬国画的建议》已收到。你建议的主要意见是:国画家应有一个从事政治学习与业务学习的组织,以便在集体研究中将国画改造工作推进一步,使国画成为教育广大人民的工具;并可以通过此种组织与各种文化事业主管部门发生联系,使得国画作品能在国内和国际的需要上取得一定的配合。
Among the remains of his grandfather, Mr. Guan Songfang, is a reply letter dated November 18, 1951 from the Culture and Education Committee of the Political Bureau of the Central People’s Government. This is the most authoritative and most specific piece of early information I have seen so far (Figure 1). The full text is: Mr. Guan Songfang, the “Proposal to Promote Chinese Paintings” you sent to Premier Zhou has been received. Your main suggestion is that the Chinese painter should have an organization engaged in political study and business study so as to take one step further in the study of the transformation of Chinese painting in a collective study and to make it a tool for educating the broad masses of people; The departments in charge of culture and undertaking have been in contact with each other so that the works of traditional Chinese painting can make some cooperation with the needs both at home and abroad.
