物业管理在电力部门是新的行业,虽然已经起步,但显得十分稚嫩,很多人把电力企业的物业管理看着是电力企业的后勤部门,没有从根本上认识到物业管理的市场化特点。它是电力后勤社会化、市场化的必然产物,是社会发展的必然需要,是市场经济的必然要求,是改革发展的必然结果。因此,必须加强学习、更新观念,从思想意识上尽快跟上时代的步伐,让电力系统物业管理工作走上规范化、科学化、市场化的道路。1.更新思想,改变观念在电力系统内部,不少人把物业管理当作单位的一个服务部门,只求服务保障,不求利润效益,没有视之为行业,更没有把它当成一种产业,也就不会把它当作市场经济条件下的一个新的增长点,以至于物业管理工作长期以来还处于落后的、原始的服务保障功能上,既使稍作改动,也只是小打小闹,不成规模,不成体系,也就不成气候。因此,树立正确的物业管理理念显得异常重要,我们必须视之为行业、产业。那么电力行业的物业管理其发展方向不仅局限于本单位的房,打扫好本单位的卫生,搞好本单位的安全保卫,而应该是走到市场经济的大潮中去,检验服务质量,提高服务档次,赢得更多的经济效益和更大的社会效益。作为电力行业的领导,在思想上首先要重视,要为物业管理定性、定位、定思路、定方向。不能把物业管理当成一个小孩抱在怀里,不敢让它下地自然行走,那么物业管理永远断不了奶,永远融不进市场。2.让产权配置更合理电力行业后勤服务资源成本大多是国有的或集体的,单位仍然是控股方,没有引入民营资金,资本形式十分单一,资产效值贫富不均,这些都制约着物业管理的发展。因此,要做好现代物业管理工作,首先要是资本配置多元化,要从过去由电力企业资本配置大包大揽,变为以民营资本为主的多元化的有限责任制。国有或集体资本应从单位拨离出来,民营资本成为承担责任的市场主体,就能够激发企业的活力。
