改革开放三十余年来,工程行业自我约束力不强、自我发展能力不充分的弊端在工程职业跨越式、粗放型的发展过程中不断显现出来,因而科学发展时代提出了工程职业自治的问题。工程职业自治是工程师职业内部的自我约束、自我管理,是工程师保持独立客观科学的职业判断的保证。工程伦理文化建设是实现工程职业自治的基本途径。工程协会进行工程伦理规范建设,高校开展工程伦理教育,管理部门对工程师职业资格进行鉴定与管理,工程组织或工程企业展开工程伦理约束机制的建设,这些都是工程伦理文化建设的重要方面。
