我参加档案工作是在延安中共中央秘书处材料科,工作内容相当于现在的机关档案室。那时档案并不是由一个机构统一管理,而是文电分开保存。当时的档案并不多,只有中央正式发出的文件和地方经过交通送来的文件、党刊等等;至于利用密码收发的电报,由于必须严格保密,以免被敌人破译,因此阅办完毕要由机要科收回,不外借。我们保存的文件材料,是可以外借的,但只限于中央机关各部委和党务、政策研究部门。由于当时处于对敌斗争的环境中,对档案材料的保密制度是很严格的,接触的人都要经过领导审查批准。我记得有一次中央在印刷厂编印文件汇集,忽然一部分清样找不到了——按当时规定历次校样都要交
