黄河水利委员会 6月2～4日,黄河上中游1997年试点小流域工作会议在河南省济源市召开.会议安排了1997年的工作任务.6月8～9日黄河流域治沟骨干工程工作会议在三门峡市召开.6月16～21日,姜春云副总理赴陕西考察,黄河上中游水土保持委员会主任委员、陕西省省长程安东及黄河上中游管理局于倬德副局长陪同考察.8月9日,按水利部要求,黄河上中游管理局上报了《黄土高原水土流失治理目标、任务与措施》,国务委员陈俊生阅后给予了高度评价.9月16日,黄河上中游管理局邀请中科院、陕西省水保局和农科院等单位15位专家,召开贯彻江总书记、李鹏总理批示精神、促进黄土高原治理座谈会.专家们提出了贯彻落实两个批示精神、加快治理水土流失步伐的五项建议.9月29日,黄河上中游管理提出了《贯彻落实国务院陕北现场会议精神的实施意见》.11月23～25日.黄土高原水土保持世行贷款项目中期调整工作会议在西安市召开.
