How does development economics view the pros and cons of the fact that many development plans inevitably lead to forced relocation? According to the author of this article, the core standard of “Pareto Improvement” is to give individuals unlimited rights to improve their current standard of living. However, The redistribution of wealthy assets will make most development plans impossible forever; and economists try their best to balance the two. By using distributive weighting in evaluating development plans, they get a theoretical compromise. However, in practice, few people use this weighting system in planning assessments and cost-benefit analyzes.
