隐匿在中国传统社会人际关系及社会结构中的“差序格局”折射的是人与人之间先在的不平等,在行政生活中易导致行政行为主体的“公德”与“私德”不分、“公利”与“私利”界限模糊,从而滋生公共意识弱化、利益关系“圈子化”、差别待遇与特权文化等行政伦理困境。要突破“差序格局”带来的行政伦理困境,就必须从观念和制度层面保证“差序格局”向“平等格局”的转变,剔除特殊主义和关系主义的伦理取向。突破这一困境需要加快推进社会改革,优化行政组织;破除官场“圈子”文化,强化行政的公共意识;提高权力运行的透明度,强化对行政行为的监督;以道德和法律入手,强化对公共行政行为的控制。
The “difference order pattern” hidden in the interpersonal and social structures of traditional Chinese society reflects the first inequality among people, and the “public morality” and “public morality” that lead to the main body of administrative action in administrative life.
