湖南省煤炭工业局从2002年开始,召回退休“技术老兵”重上“一线”,参与煤矿安全监管与技术服务,有效遏制了全省煤矿事故频发势头,极大地促进了全省煤矿安全生产状况稳定好转。该省煤矿事故死亡人数由2001年的687人降低到2005年的499人,特大事故次数和死亡人数同比分别下降了67％和45％。今年1-8月,全省煤矿各类事故起数和死亡人数分别同比下降10．9％和31．8％,特大事故起数和死亡人数分别同比下降16．7％和10．7％。国务委员华建敏、国家安全生产监督管理总局局长李毅中就此分别批示,要求在全国推广这一行之有效的监管经验。
