民初议会政治失败是中国近现代史的最大关节点之一,分析第一届国会选举中存在的若干缺陷有助于理解其失败的原因。选举规模急剧扩大造成组织混乱,选民虽多但素质低,不理解民主政治,不能给国会有力支持。各主要政治势力参与程度不同,特别是最强的北洋派及地方实力派几乎没有参与选举,选出的国会组成与实际政治格局完全背离,国会没有权威,无法正常运作,最终被国会以外的强大势力推翻。
The political failure of the parliamentary assembly in the early Republic of China was one of the greatest focal points in the modern history of China. Analyzing some of the shortcomings in the first parliamentary election helped to understand the reasons for its failure. The drastic enlargement of the election scale has caused the chaos in the organization. Although the number of voters is low but the quality is low, democracy can not be understood and strong support can not be given to the parliament. The participation of all major political forces is different. In particular, the strongest Peiyang and local power groups have hardly participated in the election. The composition of the elected parliament deviates completely from the actual political situation. The parliament has no authority and can not operate normally. Force overthrow.
