近几年,相当一部分报纸和其他新闻单位试行编采定额管理办法:如有的规定每月采编多少字数,多少条,以及头版头条、消息、通讯、言论、内参等各多少条。超过指标受奖,完不成定额受罚。给专职的新闻工作者定一点指标,看来是必要的。一方面,可以保证报纸正常出版,另方面也有利于考察新闻干部。这也是打破“干好于坏一个样”局面的一种行之有效的办法。从笔者对安徽省和江苏省部分报纸考察的情况看,确有一定的效果;但是,也出现了一些弊端,亟待进一步完善。这些见报指标,在某种程度上,又把记者的手脚捆绑起来,使记者不能更好地沉下去,施展才能,抓出好
