“走出去”战略始于1999年,2000年3月在全国人大九届三次会议期间正式提出,是中国政府大力支持对外投资的战略。在“走出去”的国家战略指导下,中国政府制定了相关的政策支持本土企业进行全球布局,同时发展本国和国际市场。建立中国(上海)自由贸易试验区(简称:上海自贸试验区)是我国全面深化改革、扩大开放的重大举措。为了积累在全国可复制、可推广的经验,上海自贸试验区不仅探索着中国引进外资的制度安排,而且积极尝试着建设中国企业“走出去”的平台。
The strategy of “going out” started in 1999 and was officially put forward in March 2000 at the Third Session of the Ninth NPC. It is a strategy that the Chinese government strongly supports foreign investment. Guided by the national strategy of “going global”, the Chinese government has formulated relevant policies to support local enterprises in their global distribution while developing their own domestic and international markets. The establishment of the China (Shanghai) Free Trade Zone (hereinafter referred to as the “Shanghai Free Trade Zone”) is a major measure for deepening the reform and opening wider to the outside world in our country. In order to accumulate experience that can be replicated and promoted in the whole country, Shanghai Free Trade Zone not only explores the institutional arrangements for the introduction of foreign capital in China, but also actively tries to build a platform for Chinese enterprises to “go global”.
