随着我国人才市场的竞争,基层公务员的个人能力已无法满足社会的需求。基层公务员对于一个国家非常重要,提高基层公务员素质迫在眉睫。而改革基层公务员的培训则是提高其各项能力最行之有效的方法。与普通培训不同,本文有针对性地提出要对基层公务员进行胜任力的培训。胜任力的培训更加注重公务员相关素质和工作能力的提高,培训目标明确,效果显著,该培训体系一旦形成便可在公务员的评价及选拔中发挥重要作用。
With the competition of the talent market in our country, the individual ability of grass-roots civil servants has been unable to meet the needs of the society. Grass-roots civil servants for a country is very important, improve the quality of grassroots civil servants imminent. The reform of grassroots civil servants training is the most effective way to improve their abilities. Different from ordinary training, this paper proposes to train the grass-roots civil servants in competency. Competency training places more emphasis on improving the quality of civil servants and their ability to work. The training objectives are clear and the results are remarkable.
