目的了解我省各级疾控机构实验室水质检测能力现状,查找不足,促进实验室资源的合理配置和使用,为卫生行政部门的水质安全管理决策提供科学依据。方法通过调查问卷的方式,对全省95个疾控机构的水质检验能力、实验室设备配置、人力资源等情况进行调查评估。结果我省仅1家地级市疾控中心具备全项指标检测能力,省级、地级市、县级市和县(区)的常规指标的平均检测能力分别为:42项、37.9项、31.1项和24.6项,非常规指标的平均检测能力分别为:62项、33.8项、2.6项和1.3项;95个疾控机构中最多的配备了23类仪器设备,最少的仅配备5类,平均每个疾控机构配备13类,配备率为46.43%;全省共有水质检验人员474人,平均每个疾控机构仅5人。结论我省疾控机构水质检测能力总体水平不高,形势十分严峻,要提高认识,重视人才队伍建设,加大财政投入,改善仪器装备和实验室场所等硬件建设,进一步提高疾控机构实验室水质检测能力。
Objective To understand the status quo of laboratory water quality testing capabilities of CDC laboratories at all levels in our province and to find out the shortage so as to promote the rational allocation and use of laboratory resources so as to provide a scientific basis for decision-making of water quality and safety management in health administrative departments. Methods Through the way of questionnaire, we investigated and assessed the water quality inspection capability, laboratory equipment configuration and human resources of 95 disease control agencies in the province. Results Only one prefecture-level CDC in our province had the ability to detect all indicators, and the average detection capability of routine indicators of provincial, prefecture-level cities, county-level cities and counties (districts) were 42 and 37.9 respectively, 31.1 and 24.6. The average detection capability of unconventional indicators are respectively 62, 33.8, 2.6 and 1.3. Of the 95 disease control agencies, the largest ones are equipped with 23 types of instruments and the least with 5 types, Each CDC is equipped with 13 categories with a provision rate of 46.43%. There are 474 water quality inspectors in the province, with an average of only 5 persons for each CDC. Conclusion The overall quality of CDC’s water quality testing capability in our province is not high. The situation is very grim. It is necessary to raise awareness, attach importance to the construction of qualified personnel, increase financial input, improve the hardware construction of equipment and laboratories and other places, and further improve the laboratory of CDC Water quality testing capabilities.
