文章通过加强项目管理部门之间的协调,梳理2016年物资项目资质业绩条件,合理制定了公司2017年物资集中采购资质业绩通用条件。建立流标情况分析机制,每批次招标采购结束后,对流标情况进行分析归纳,提出改进意见建议,分解责任。建立流标案例库,在采购方案制定前进行学习回顾,规避可能因采购方式设置不当而产生的流标风险。
By strengthening the coordination among project management departments and sorting out the qualifications and performance conditions of material projects in 2016, the article has formulated the general conditions for 2017 centralized procurement of qualified materials. The establishment of the flow of bid situation analysis mechanism, after each batch of bidding and purchasing, analyze the situation of the flow of bid summary, put forward suggestions for improvement, decomposition responsibilities. Establish a flow-bank case base to review and study the procurement plan before it is developed so as to avoid the flow-rate risk that may be caused by improper procurement.
