As the first Chinese-language translation of international law books, the “Universal Constitutional Law” has a place in many aspects of the history of the late Qing Dynasty. There are many academic studies on this book, but some of the most basic facts still need clarification. The translation and publication of “Public Law of Nations” is not so much a product of the Western policy toward China as a product of the Qing government’s foreign policy. Translator Ding Bangliang book this book as “universal law”, just contrary to the original point of view.
