在20世纪即将结束之际,美国、日本和欧洲是世界经济发展的三极。今后,世界经济的平衡问题就将建立在这一基础之上;而目前,一个统一的欧洲的愿望正在变为现实。鉴于政治自由和经济自由是并行不悖的一对伙伴,在中欧和东欧出现的政治变动必然伴随着经济制度的变革——即向市场经济过渡。的确,欧洲共同体今后将不再通过接纳新的成员国而扩大其组织;但是,欧洲经济合作仍然有多种其他形式。
Towards the end of the 20th century, the United States, Japan and Europe are the three poles of the world’s economic development. From now on, the question of the balance of world economy will be based on this foundation; at present, the aspiration of a unified Europe is becoming a reality. In view of the fact that political freedom and economic freedom are the uncooperative partners, the political changes that have taken place in Central and Eastern Europe are inevitably accompanied by changes in the economic system - the transition to a market economy. Indeed, the European Community will no longer expand its organization through the admission of new member States; however, there are still many other forms of European economic cooperation.
