铁路是典型的网络型基础产业,存在着大量由铁路运输企业共同使用的共用性财产权利。合理配置共用性财产权利,是推进我国铁路经营体制机制转变的前置条件,也是我国铁路经营体制机制顶层设计的内在要求。为切实落实铁道部党组推进我国铁路转换经营体制机制的战略部署,有效配置共用性财产权利,实现经营管理权重心的下移,一是要明确界定铁道部与铁路局的共用性和专用性财产权利边界;二是要合理调整组织边界,构建权责明确的市场经营主体;三是要完善相应的管理制度和激励约束机制安排。
