In order to seek absolute security and strategic advantages of its own so as to dominate the world, the United States has been making steady retrogression in the past year on the issue of nuclear disarmament. In early 1999, it decided to devote major efforts to developing the National Missile Defense System (NMD) and, together with some other countries, to develop a theater missile defense system and requested that the “U.S.-Soviet Treaty on the Limitation of Anti-Ballistic Missile Systems” (the Treaty between the United States and the Soviet Union, which was signed on May 26, 1972, Referred to as “ABM Treaty”).
