建立政府主导型的劳资关系、树立政府在劳资争议处理中的领导地位,是国民政府追求政权的合法性、树立新政府权威的重要手段。在三友实业社停厂纠纷调处中,国民党中央政府和上海地方政府都试图树立自己维护民众利益的形象。国民党中央以“维护民生主义最高原则”相标榜,试图以强制方式解决争端,却遭到了上海资本家集团的公开挑战,中央命令无法执行,树立中央政府权威的努力遭遇重大挫折。上海地方政府一直居中调停,试图创造兼顾劳资利益的公正形象,但其办事效率低下、调停政策游离不定,导致案件久拖不决,引起劳资双方指责,难以建立政府与民众的权威与服从关系。
The establishment of a government-led relationship between employers and employees and the establishment of the government’s leading position in labor dispute management are important measures for the Kuomintang government in pursuing the legitimacy of the government and establishing the authority of the new government. The local government in Shanghai has been mediating for a long time and has tried to create a just image that takes into account the interests of employers. However, due to its inefficiency in working and its mediation policy, it has led to long delays in the case, causing accusations between employers and employees, and establishing the authority and obedience between the government and the public.
