为了尽快在石油和化工行业建设一支具有较高素质的能源管理人员队伍,推动广大企、监各项节能措施的实施,促进“十一五”规划提出的节能目标的实现,2006年11月9日,中国石油和化学工业协会下发了《关于在石油和化工行业试行能源管理师制度的实施意见》(中石化协人发(2006) 307号),根据《国务院关于加强节能工作的决定》有关精神和国家发改委加强节能管理队伍建设的要求,中国石油和化学工业协会决定开展在石油和化工行业试行能源管理师制度的工作。请各单位高度重视,结合本单位的实际,认真组织,积极参与,共同推进这项工作,为石油和化工行业节能工作的实施和节约资源基本国策在石油和化学工业的全面落实,提供可靠的人才支持与坚强的组织保证。
