日本《每日新闻》1980年6月9日报道:尘肺是矿山业、建筑业、铸造业、造船业等易发生粉尘的作业场工人的一种职业病。粉尘可损害正常肺组织,因而肺部可发生各种器质性病变。1950年,日本制定了世界上第一部《尘肺法》,规定了一些对策,但患者数仍每年增加,1978年新确定的患者数为1,970人,估计患者总数约3万人。
