作为城市法规重要组成部分的建筑管理法规的制定,在上海公共租界的存续期间一直是其管理当局的重要任务之一。这不仅反映在历次土地章程的制定中,还反映在公共租界建筑管理单行法规的制定及修改上。这些法规制定以及修改的主要目的是为了适应不同时期的消防、卫生、交通等方面的需要,而存在的问题主要是建筑布局缺乏整体规划,有法不依。
