我国煤矿安全生产问题已成为国内外关注的热点。本文将安全视为煤矿企业特殊的产品供给,发现在缺少安全管制、责任规则的情况下,安全产品收益的滞后性、安全产品的外部性以及煤矿企业的高风险偏好都会导致安全产品的供给不足。因此,事前的安全管制与事后的责任追究是诱导煤矿企业增加安全供给的必要条件。在信息占有、资产约束与执行成本方面,安全管制与责任规则各具局限性。鉴此,要激励煤矿企业增加安全供给,政府安全管制与责任规则一定要有效结合。
China’s coal mine production safety issues have become the focus of attention at home and abroad. This paper regards safety as a special product supply for coal mines and finds that in the absence of safety regulation and liability rules, the lag of safety product returns, the externality of safety products and the high risk appetite of coal mines can lead to insufficient supply of safety products . Therefore, ex ante safety control and ex post accountability are the necessary conditions to induce coal mine enterprises to increase their safe supply. In the information possession, asset constraints and implementation costs, safety regulations and liability rules have their own limitations. In view of this, in order to encourage coal mining enterprises to increase their safety supply, government safety regulation and responsibility rules must be effectively combined.
