尽快营造一种“阳光雨露充沛”的最佳氛围,对于发展我国的设计事业是十分紧迫的一项工作。 这种“最佳氛围”可以进一步分解成“外因”与“内因”两大范畴。 先谈谈外因。凡设计师本人努力所无法改变和实现的软、硬环境,均为外因。它需要政府行为去安排和解决,或依靠大众传媒、公众教育、社会团体营造、社区协力、消费者群体参与、知识产权仲裁机构的保护、企业精英人物素养的提升等途径去改善。 对于我国目前大中型国有企业改革正处于关键时期这一特殊形势,政府行为是能发挥重要作用的,应该说是大有可为的。但是最重要一点,就是政府要充分认识到提升“设计水平”本身的意义超越了“赏心悦目、尽善尽美”这一局限性作用,它应该是“知识经济”的一部分,是提高产品品质、提升产品竞争力,进而有力推进企业发展的一个动力。
