高速铁路是一系列先进技术的集成体。为适应高速铁路高速度、高密度、安全、平稳运行的要求,高速铁路基础设施必须时刻保持良好的技术状态。基于业务集成思想,提出高速铁路基础设施综合维修集成的理念,包括作业层面的检养修业务集成和管理层面的检养修管理集成。通过对高速铁路基础设施综合维修模式进行分析,提出在铁道部宏观领导下采用管检修分离模式。在此基础上,对高速铁路基础设施综合维修体系进行设计,提出了综合维修基地—综合维修管理段—综合维修工区的3层组织结构,并对各部门职能进行了定义。实践表明,高速铁路基础设施综合维修体系有利于减少运营成本,实现资源优化配置。
High-speed railway is a series of advanced technology integration. In order to meet the requirements of high-speed railway with high speed, high density, safety and smooth operation, the high-speed railway infrastructure must be kept in good technical condition at all times. Based on the thought of business integration, the concept of integrated maintenance of high-speed railway infrastructure is put forward, including the maintenance and repair management integration of operation and maintenance management and maintenance management. Through analyzing the comprehensive maintenance mode of high-speed railway infrastructure, it is proposed to adopt the pipe inspection and separation mode under the macro-control of the Ministry of Railways. On this basis, the design of the comprehensive maintenance system for high-speed railway infrastructure was proposed, and a three-tier organizational structure of comprehensive maintenance base-comprehensive maintenance management section-comprehensive maintenance work area was proposed. The functions of each department were also defined. Practice shows that high-speed railway infrastructure maintenance system is conducive to reducing operating costs and optimize the allocation of resources.
