从2004年到2011年初,我国房地产市场蓬勃发展,已经到了过热的程度。房地产开发投资高速增长,房价持续大幅上涨,房价超出了多数人的经济承受能力,人们望房价而兴叹。另外,房地产及相关企业和个人信贷大幅增长,信用风险不断增大。房地产过热已经并将继续对我国经济社会的各个方面产生一定程度的负面影响。出现这种过热的现象,大体可归结为市场失灵和政府失灵。其中,地方政府不当干预或过度干预所导致的政府失灵是重要原因。因而,对房地产市场进行宏观调控,抑制房地产市场过热,使房地产市场能够长期稳定发展的关键之一就在于避免或减少政府失灵。
From 2004 to early 2011, the booming real estate market in our country has reached an overheated level. The rapid growth of investment in real estate development, housing prices continued to rise sharply, housing prices beyond the affordability of the majority, people look disappointed with housing prices. In addition, the real estate and related businesses and personal credit growth has risen sharply, credit risk continues to increase. Overheating of real estate has and will continue to have a certain degree of negative impact on all aspects of our economy and society. The phenomenon of such overheating can be largely attributed to market failure and government failure. Among them, the local government caused by improper government intervention or excessive government failure is an important reason. Therefore, one of the keys to macroeconomic regulation and control of the real estate market, overheating of the real estate market and long-term and stable development of the real estate market lies in avoiding or reducing government failures.
