政府是推进社会管理创新的核心力量,依法行政是进行社会管理的基本手段。人民法院行政审判工作与依法行政联系紧密,能够发挥参与、保障及服务社会管理创新的积极作用。当前,行政审判工作可以通过扩展受案范围、深化合法性审查、强化程序意识、保护信赖利益、确立给付行政规则以及促进信息公开等途径推动社会管理创新。 The government is the core force to promote social management innovation. Administration according to law is the basic means of social management. The administrative adjudication work of the people’s court is closely linked with the administration according to law and can play an active role in participating in, guaranteeing and serving the innovation of social management. At present, administrative adjudication work can promote social management innovation by expanding the scope of acceptance, deepening the legitimacy examination, strengthening procedural awareness, protecting trust interests, establishing administrative rules for payment, and promoting information disclosure.
