目的:了解哈尔滨市乡镇卫生技术人才队伍的现状、存在的主要问题及其原因,并提出对策建议,为相关部门提供参考。方法:采用现场问卷调查和个别访谈的方法。结果:哈尔滨市乡镇卫生技术人才队伍存在人员配置不合理,高层次人才短缺;收入偏低,对工作环境满意度较低,工作积极性较差;教育培训不足;政策难以吸引人才。结论:乡镇卫生院、政府有关部门、大型医院和高等医学院校应协同作用;对几方面分别应该采取的措施提出了建议。
Objective: To understand the status quo of township health technical personnel in Harbin, the main problems and their causes, and to put forward countermeasures and suggestions for the relevant departments to provide a reference. Methods: using on-site questionnaires and individual interview methods. Results: There are unreasonable staffing and unreasonable staffing in the township health technical personnel in Harbin. There is a shortage of high-level talents; low income, low satisfaction with working environment, poor work enthusiasm; inadequate education and training; and difficult to attract talents by policies. Conclusion: Township hospitals, relevant government departments, large hospitals and medical colleges should act synergistically; and put forward suggestions on the measures that should be taken in each respect.
