本文依据国网公司信息化发展和智能化水电厂建设要求,提出了基于企业数据网络、通讯网络和综合自动化系统等现有软硬件资源建设应急指挥中心,并通过生产过程监控、水情自动测报、“安防”管理等实时监控系统采集事件信息,进而通过办公网络、有线/无线通讯、IP视频会议等支撑环境,形成集数据、声音、图像于一体的多媒体应急指挥平台,实现“一厂两站三地”全方位、跨专业的信息汇聚和资源调度,以提高突发事件应急响应的及时性、事件处理的有效性、指挥决策的合理性,实现水电厂应急管理智能化。
